Fireworks erupt over Tulsa executive order
The order, issued by Bartlett earlier this year, has triggered a lawsuit by the Tulsa Firefighters Local 176.
“This very day, several city of Tulsa employees are serving our country overseas in areas of active combat,” Christiansen said in a prepared statement issued this week. “They are protecting our freedom and inalienable rights.
“As a former U.S. Marine and elected official, I am disappointed with Mayor Bartlett for enacting executive order 2011-3 denying all city employees of their First Amendment rights by prohibiting their political activity.”
The order, Christiansen said, is jeopardizing tax dollars in the form of legal fees, judgments and punitive damages.
Mayoral Chief of Staff Terry Simonson said that Bartlett, who is out of town, is simply trying to enforce the City Charter.
“All of Tulsa would greatly appreciate Councilor Christiansen, as an elected official, to not use and abuse such an important holiday for his own misguided political agenda,” Simonson said.
Residents are tired of seeing Christiansen’s “political posturing,” he said.
“Tulsans have seen through this veil of false statesmanship for what it truly is and are fed up with these personal attacks,” Simonson said.
The charter specifies that “no person in the classified service shall take an active part in any campaign for the election of officers of the city, except to vote and privately state a personal opinion.”
There is another section of the charter that says the same for sworn members of the Fire Department. The charter also states that no political contributions may be solicited from or by employees.
City employee personnel policies and procedures also prohibit employees from visually or orally identifying themselves as employees in an attempt to influence or interfere with an election.
All nine City Council seats and the city auditor’s position are up for election this fall. The mayor is not up for reelection until 2013.
During the 2009 city elections, some city employees, particularly firefighters, were actively involved in campaigns, going door-to-door to try to get some councilors ousted.
Bartlett’s order reversed policy under Mayor Kathy Taylor, who allowed city employees to participate in campaigns so long as they were off-duty and out-of-uniform.
